       BISCAYNE APPAREL RECEIVES LICENCE TO MANUFACTURE 
            GIRL'S APPAREL, SWIMWEAR, AND OUTERWEAR
                    FROM STARTER CORPORATION
                                 
CLIFTON, NJ - (July 21, 1997) Biscayne Apparel, Inc. (ASE:BHA) today announced
that its M&L International division has concluded a licensing agreement with
Starter Corporation (NYSE:STA) to manufacture girl's apparel, swimwear, and
outerwear in sizes 4-6x and 7-16.  Initial shipments of activewear and
outerwear are targeted for delivery in Fall 1998.

Starter Corporation designs and markets quality outerwear, activewear, and
accessories associated with sports, leisure, and entertainment. The Company is
a licensee of the National Football League, National Basketball Association,
National Hockey League, and more than 150 colleges and universities. Starter
also markets a line of clothing and accessories bearing its own name and logos.
 

Kurt C. Gutfreund, President of M&L International and Vice Chairman of Biscayne
Apparel, commented, "The addition of Starter to our family of licenses enhances
the range of our girl's and children's apparel with a well-known and accepted
sports brand. Our goal is to broaden Starter's existing range of products to
include girl's apparel and to deepen its penetration of the children's market
through M&L's distribution channels."

M&L International is one of the largest children's outerwear manufacturers in

products are marketed under the WeatherTamer brand name, which it owns, and
OshKosh B'Gosh, which it licenses. M&L's sportswear and swimwear products are
marketed under the Eclipse brand name.
