FRONTIER TO EXPAND INTO E-COMMERCE BUSINESS SERVICES


PHOENIX, Arizona, March 2, 2000 - Frontier Adjusters of America, Inc. 
(AMEX: FAJ) announced today that it has agreed in principle to enter into a
transaction pursuant to which Frontier shall exchange approximately 11.2
million shares of its common stock for all of the issued and outstanding shares
of stock of United Financial Adjusting Company ("UFAC") and its subsidiaries,
JW Software, Inc. ("JW Software"), and DBG Technologies, Inc. ("DBG").  Upon
consummation of the proposed transaction, Frontier will become the parent of
each of UFAC, DBG, and JW Software.

UFAC is an insurance claim management services company, JW Software develops
and markets claim management software and DBG develops and markets
internet-based systems and websites. These companies' products and services
complement Frontier's claim adjusting service operations.

Netrex Holdings LLC ("Netrex") currently owns all of the outstanding shares of
stock in UFAC and approximately 58.7% (5.2 million shares) of the outstanding
common stock of Frontier (or 57.9% on a fully diluted basis).  Consequently,
after the planned transaction is consummated, Netrex would own approximately
16.4 million shares of Frontier stock, representing approximately 81.6% of
Frontier's outstanding stock.

The proposed transaction is subject to, among other things, additional due
diligence by the parties and execution of mutually satisfactory agreements. 
Assuming a definitive agreement is reached, the transaction also will be
subject to approval by the shareholders of Frontier, UFAC, DBG and JW Software,
and to any necessary regulatory and stock exchange approvals.

John Davies, Frontier's Chairman of the Board, commented, "This transaction is
intended to be a first step toward expanding Frontier's focus to include
business-to-business services and developing and marketing both software and
e-commerce business applications."  Mr. Davies went on to say that the proposed
transaction will provide many important benefits to Frontier's current and
future customers, franchisees, employees, and shareholders.

In connection with this new expansion and focus of the Company's business, the
Board of Frontier also agreed that, upon shareholder approval and consummation
of the proposed transaction, Frontier Adjusters of America, Inc. will change
its name to "Netrex Business Services Corp.," however, Frontier will continue
operating the franchised claims adjusting business under the Frontier name. 

Frontier Adjusters of America, Inc. licenses and franchises independent claim
adjusters throughout North America, with 680 advertised locations in 50 states,
the District of Columbia, and Canada.  Frontier also owns and operates
independent insurance adjusting businesses in Arizona and Nevada.

Netrex is a privately held financial services company owned by private
investors and The Progressive Corporation, a publicly-traded Cleveland, Ohio
based insurance holding company.
